It doesn't hurt to ask! That's my Motto! How many of you have family members or friends that subscribe to the local newspaper? How many of those family members and friends use coupons? Be sure to ask everyone. Many would love to set them aside for you!
Neighbors:
The city that I live in not only has the local newspaper delivered (the ones that you pay for) but we also have a freebie paper that comes once per week with coupon inserts in them. Take a stroll around the neighborhood one day to see if your neighbors would be willing to save their coupon inserts for you!
I have several neighbors who do this for me. They all know that every Wednesday my daughter and I walk around the neighborhood picking up the freebie papers and at other times the neighbors drop by to give them to me! I even have one friend who stops by (she lives around the corner from me) and puts her extras in my mailbox!
Dumpsters: AKA Recycling bins
Every city has a paper recycling bin somewhere. Find out where you local bin is located and ask permission to get the coupons. It's really as simple as that.
Most of these bins sit on private property. You may find them in front of grocery stores or at your local post office.
